Attitude towards war
Some people/areas in the UOEP don't want anything to do with war of any kind, even that of liberating other countries.
However, i will be honest, there may be people/areas that live for war, who love the smell of blood and will risk everything just for the hell of it.
The Innocence act guidelines
These are guidelines and classifications that can be used for determining if the war supposedly bein gconducted is valid and if it even 'exists'
The guidlines are official, but not compulsory, they may also be used by other nations.
There is dispute as to weather it is actual law or not.
The Innocence act
This law basically states that if an area declares war on another area, it may be attacked by foreign entities, and the foreign entities will be allowed recognised control of that area. Exceptions sometimes include regaining land and defence.
With regaining land, there may be limits on the time an area can regain land usualy depending on the circumstances. If the enemy has no one living in the land they have captured and are not using it at all, the area regaining that land will receive protection under the innocence
This is supposed to let those areas who want war to have it and to protect the ones who don't.
The HSS: the HSS may assign certain divisions to certain areas. a special battalion may be formed for those who want war.
Becoming Protected by the innocence act:
Simply no involvment in war, if an area changes its mind but doesn't get involved, it may change back eventually.
An area that decides not to use this protection, attacks someone else and then requests to be protected will not be protected and will have to wait much longer to become protected again.
Real and pretend
Since the UOEP operates in the real world, the virtual world and the completely pretend world, the rules of war vary. Unless it is a serious war [which the UOEP is VERY unlikely to get involved in, some consider it an impossibility, see levels of war to find out more] if attackers do not follow the code of conduct, they will be ignored until they go away. Areas in UOEP control that wish to wage war must also abide by these in order to gain government support, with the exception of a comprimise*
the 'real' world: the 'real world' can be split into 3 sections:
-Actual sovereign land
-Private property
-Not private property
Sometimes into these 3 sections:
-Sovereign land.
-Conditional land.
-Partial land.
Some conventions have stated that a country need not be recognised by others to be sovereign, this can be applied to private property as well as actual sovereign land as the micro-country in question has authority over private property [with limitations from macro-nations], these are considered somewhat untouchable depending on the kind of conflict.
Conditional land is land claimed on property that is considered public, or is not directly owned by the micronation in question, and even, in some cases, owned by othersm such as councils, land owners, organisations, etc. But, at the same time, such land is not used much and is pretty much abandoned by the actual owners.
Partial land is the same as Conditional land but is maintained by the 'real' owners, usualy the micronation has little real control over this, but a community still gather and use it.
Virtual and imaginary world: if someone sets up an area in the virtual world on behalf of the UOEP [in terms of territory, classed as pretend] The rules of war will simply depend on the the rules of the virtual world itself. same goes for an imaginary world, if created by UOEP, then it will simply depend on who created it etc.
War with non-humans:
Firstly, animals must NOT be used in war.
Secondly, Inanimate objects can be used as troops, however, if this is an attempt to attack and take over land, that area has to consent to using inanimate objects as troops in slightly more 'serious' conflicts.
Inanimate object status of areas:
NIOU: Doesn't use objects at all.
SIOU: Uses inanimate objects in a silly way.
IOU: uses inanimate objects in 'actual' war
Cross real/pretend
The vast majority of the time, this never happens, One 'real' area may not attack another 'real' area with an imaginary army. Also, Pysical attack will not solve imaginary world conflicts [hopefully, no one would sink down to such a level anyway]
Crossovers are very rare, but if they happen, they are restricted.
The Overall rule is:
People > Inanimate objects > imaginary armies
Even if an area is an IOU, a military presence made up of actual people pretty much over-rules the Inanimate object presence [not much the objects could do anyway] If people agree to conflict where they will use inanimate objects, they can not suddenly change their minds in some cases.
Types and levels of war
Levels:
+Level 1:
Actual, real, war. No, your right, it isn't going to happen. chances of our involvment are slim.
+Level 2:
Type 2 is serious, organised fighting, comparable to rebel organisations and gang warfare
+Level 3:
Is organised still, people can get hurt as well, but not as serious as type 2
+Level 4:
Nothing too serious, but minor physical attacks are involved. it is organised to an extent
+Level 5:
Like type 4, but it is not organised in any way.
+Level 6:
Silly
+Level 7:
Pathetic attempt at an attack, someone who couldnt really gain control of much but says they do or tries to anyway.

What can and cant be done to territories, the rules of which apply to what the territories can and can't do to each other and foreign territories.
Some territories do not have to follow the Innocence act guidelines if they do not want to, however, these can end up being taken over, but will not be restricted when attack other nations.
